The Centre Open Fora Contests Transparency register The Jean Monnet Centre of Excellence on SUSTAIN-AI-REG comes into being after several years (2016 - 2022) of research and teaching activities intended to contribute to improving the effectiveness of law and regulation, and bring citizens and firms closer to public authorities. Such a path started in 2016 with the awarding of a Jean Monnet Module , then developed in the Jean Monnet Chair on EU Approach to Better Regulation from 2019. The focus has been on key European tools of Better Regulation (impact assessment, regulatory burden measurement, ex-post evaluation, consultation), and on the emerging methods to support the regulation effectiveness, from behavioural experiments to artificial intelligence.. The Module and the Chair have formed together around 600 students (through the courses “EU Approach to Better Regulation ” and “Better Regulation Advanced ”) and professionals (“Alta formazione professionale sulla qualità della regolazione ”). Moreover, more than 100 of them had the opportunity to implement their knowledge on better regulation in the field, thanks to internship agreements with top-level institutions involved in better regulation (regulator, regulated firm or think tank). Besides, the Chair always continues to mentor its alumni with advice and new opportunities to further their careers. The Centre explores the role of artificial intelligence in the regulatory cycle and aims to raise awareness of its environmental impacts and to provide public authorities with criteria to adopt sustainable AI. Specifically, it seeks to: identify how AI can support regulators and enforcement authorities while assessing the risks it poses to the rule of law and the environment; develop a methodology for evaluating the environmental impact of AI applications and infrastructures; and establish sustainability criteria for the in-house development and outsourcing of AI in regulator contexts.

Sustainable AI to improve Better Regulation tools We live in a regulated world. Regulation is everywhere and affects our choices and behaviour, as well as those whose services and products we use. The course provides a unique educational opportunity to understand how regulation is shaped and implemented and how to improve it as citizens or as L&E experts. The course deals specifically with the notion of better regulation and with the tools necessary to attain it. It covers all stages of the regulatory process and examines not merely how regulation ought to be carried out and evaluated, but also how it may be enriched to draft effective regulation. Better Regulation is a multidisciplinary course of 20 hours. The course suggests an original and contemporary approach to better regulation tools, re-framed in the light of behavioral insights, as well as by embracing artificial intelligence as a tool to improve the quality of regulation. A transnational approach is followed, which adopts the EU experience as the main model, adequately improved for national and sub-national decision-makers. The instruments of better regulation are addressed theoretically and through specific exercises, and their pros and cons are discussed. Moreover, throughout the course, participants will be exposed to real regulatory problems and better regulation tools by participating in consultation processes and encountering leading better regulation experts in the field. January 2026 SUN MON TUE WED THU FRI SAT Programme Teaching method and assessment Students are involved in interactive lessons (e.g., based on in-class exercises and the participation to real consultation process), as well as in dialogues with professionals and experts (e.g.,, seminars on “law and regulation in action” and a meeting with the Italian Regulatory Scrutiny Board). In-class exercises. Those are graded on a scale from 1 to 10. Each activity is weighted differently depending on the commitment required. The exercises are organised as follows: Nudging and empowerment (20 %). Simulation of an impact assessment (40 %). Participation in a real consultation process (40 %). Final assessment. The final assessment is framed as a regulatory problem to be solved. It is written and is meant to verify the understanding and acquisition of critical thinking skills. Students are asked to solve problems related to major class topics. It is graded from 0 to 10. Final grade: 85% final assessment + 15 % in-class exercises. Final thesis Hereafter is a list of topics for which the final thesis can be requested to the course holder or experts from the university teaching staff or partners. Submit your research note The Jean Monnet Chair on EU Approach to Better Regulation website welcomes research notes from practitioners in the regulatory field, undergraduate, graduate, PhD students and whoever has a special interest in the regulatory landscape. The submissions should concern news on better regulation tools, simplification policies, market regulation, new technologies and regulation, cognitive-based regulation, and competition advocacy. The note might regard a newly published paper or a European, international or national document as well as policy devoted to these topics. The website is open to a multidisciplinary approach. Thus, the research notes may have legal, economic, sociological or psychological perspectives. The submission should be between a range of 1,000 and 2,000 words and it should include hyperlinks in place of footnotes. It should be submitted as a Word document. The submission can also contain a picture (as a link copied in the document) that you would like to be the cover image of your research note. However, these pictures proposed will have to be copyright and credit-free (ex. Pixabay.com). The preferred writing language is English, but notes in Italian, French or other languages could be considered. Within a maximum of 10 days, you will receive feedback on your submission. In case of acceptance of the research note, some amendments may be asked prior to the publication. The submissions will be published on the website and shared in the quarterly newsletter . Main research deliverables 1st Open Forum: Innovation for Regulation (2026) The Forum will be the first event of the Centre and serve as structured platforms for interdisciplinary dialogue on the use of AI in regulation and its environmental and rule-of-law implications. The discussions will explore AI’s role in legislative drafting, regulatory reviews, impact assessments, and enforcement controls, and environmental sustainability. Target audience: academia, public decision-makers, industry stakeholders and civil society organizations. The Forum will be the basis for the drafting of an edited book . Contest on good practices of innovation and sustainability in regulation (2026 - 2027 - 2028) The Contest will collect, evaluate, and disseminate best practices in AI-driven regulation and sustainability, focusing on how AI is used in legislative drafting, regulatory reviews, impact assessments, and enforcement controls. Target audience: civil servants, researchers and academic institutions focused on public governance, students and industry. The Centre will organize a Contest every year and the results will be analysed in a special number of a peer reviewed journal (one per year) . 2nd Open Forum: Sustainability in innovation (2028) The Forum will serve as a high-level platform for interdisciplinary dialogue, engaging academics, regulators, industry experts, and civil society to explore the interplay between AI, regulation, and sustainability. This specific activity will serve as structured, interdisciplinary platform to discuss the environmental impact of AI applications and infrastructures (e.g., data centers, network infrastructures, processing units). The Forum will directly contribute to the development of a methodology for assessing AI’s environmental footprint, bridging academic research, regulatory needs, and industry expertise. The discussion will allow to establish an evidence-based strategy for regulatory and methodological development in sustainable AI governance, as well as strengthening collaboration between academia, industry, and policymakers to formulate practical recommendations for sustainability metrics in AI for regulation. Target audience: academia, regulators, industry stakeholders involved in AI governance and civil society, students. The Forum will be the final event in which the edited book will be presented.
